WHERE THE MONEY COMES FROM
Much of the funding for our Resource Center comes from tax dollars allocated and mandated by Prop 63 – The Mental Health Services Act (MHSA):
Proposition 63 mandateThe requirements of the MHSA, mandated by approval of California Proposition 63 in 2004 with 53.4% of the vote, are intended to initiate significant changes, including:
• Increases in the level of participation and involvement of clients and families in all aspects
of the public mental health system
• Increases in client and family operated services
• Outreach to and expansion of services to client populations in order to eliminate ethnic
disparities in accessibility, availability and appropriateness of mental health services and to
more adequately reflect mental health needs
• Increases in the array of services choices for individuals diagnosed with serious mental
illness and children/youth diagnosed with serious emotional disorders, and their families.
Not only has the Scott Valley Family Resource Center successfully and economically imple-
mented each of these mandated changes, it has become a nationally recognized Best Practices Model of Rural Health Care: Technology, Training and Workforce Development.
Other funding comes from the Community Services Council (which is directly tied to MHSA
dollars), First Five, and, of course, community donations.
WHAT THE MONEY BUYS
MHSA Funds support the needs of underserved, unserved and inappropriately served individuals and families with mental health needs at a “grass roots” level.
WHY ARE THE MHSA DOLLARS SO IMPORTANT AND WHY WOULD ANY CHANGE MEAN CLOSING OUR FRC? AND, IF THE FRC MODEL IS WORKING, WHY WOULD ANYONE WANT TO CLOSE THEM?
Certain of the Siskiyou County Behavioral Health Services Board want to “redesign” MHSA to create a “superagency” that would allocate MHSA dollars to treatment only – and only along the I-5 corridor (rural services will be eliminated) and not outreach and engagement (again eliminating services to remote areas and isolated individuals regardless of the need). Under this new “superagency” director funding at FRCs goes away with the services. The PersonalService Coordinator positions (that means Vicki) will be filled by “qualified” Behavioral Service staff who know nothing about either the needs or the individuals in our community.
WHEN THIS WILL HAPPEN
The Siskiyou County Behavioral Health Services Board meets this Monday, May 16 to adopt this plan. The Siskiyou County Board of Supervisors – who must also approve the plan before it can be implemented – meets on May 25 to hear and discuss the plan.
